Process Overview
The proposal process involves the preparation, review and submission of your grant application. This page outlines the basic steps involved in the process and includes links to more details regarding required documents key information to include in the proposal for HMS review and submission to sponsor.

Basic Steps
- Principal Investigator (PI) or department administrator notifies the funding agency (as needed) and their SPA representative of plans to submit an application.
Harvard requires prior review for the following conditions:
- The application requests direct costs in excess of $500,000, for any year (see NIH policy);
- There is significant foreign involvement; or
- There are unusual terms or conditions.
Any of the above requires that you notify SPA as soon as possible and no later than 6 weeks prior to the application submission deadline.
- PI and department administrator work together to prepare application, Proposal Routing Form and Letter of Intent (if applicable) should be forwarded to your SPA representative for review five (5) working days in advance of the deadline, Or seven (7) days in the case of Grants.Gov submissions. - Conflict of Interest forms must be submitted with all applications. For fellowships, both fellow and mentor sponsor must sign a conflict of interest form. For a complete list of necessary documents and general hints, be sure to review Prepare & Submit.
- SPA rep reviews the application, coordinates recommendations or corrections with the PI or administrator, and, in some cases, mails the application to the sponsor as outlined in Proposal Review.
PI Transfers
When a Principal Investigator (PI) receives externally funded research projects transfers into or out of Harvard Medical School, SPA works to coordinate this process and also provides the review and institutional endorsement of the official paperwork needed to transfer the funding.
