Recovery Act of 2009: NIH Review Criteria, Scoring System, and Suspension of Appeals Process

The NIH issued enhanced review criteria for evaluating the scientific and technical merit of applications for research grants or cooperative agreements submitted to the NIH for FY 2010 funding to support biomedical or behavioral research (NOT-OD-09-025). In addition, the NIH announced that a new, nine-point scoring system will be used for the evaluation of all applications submitted to the NIH for potential FY 2010 funding (NOT-OD-09-024).    Read the Notice (NOT-OD-09-054)

Required Reporting for ARRA Awardees New eCommons Drop Box for Data Request Template Submission

The next round of ARRA quarterly reports are due to November 30, 2009. We are reporting on data and finances for the period: 09/16/2009 through 11/15/2009.

Beginning with the November deadline, you will be submitting all Data Request Templates using the ARRA Data Request Template Drop Box, located on HMS eCommons from the SPA home page (log in required for HMS eCommons).

Managing ARRA Supplements in GMAS

NIH is awarding a significant portion of its ARRA/Stimulus funds via supplements to existing awards. Managing the significantly more substantial and frequent reporting required for ARRA awards, and ensuring separate accountability for projects that include ARRA and non-ARRA funds is a challenge. (OMB and NIH guidance is clear that ARRA funds cannot be mingled with non-ARRA funds, even if under the same parent grant.) After reviewing several potential options, it was decided Harvard-wide that ARRA supplements each be set up as separate segments in GMAS, with new fund numbers.
