Salary and Effort Certification
Each year, the University is required by federal regulations to certify all salaries and wages charged to federal projects. Federal regulations also require the collection of data relating to the effort (activities) of faculty as a basis for the recovery of facilities and administrative costs (indirect costs). The chart below explains the monthly and yearly effort process:

Purpose To cerify all NON-FACULTY direct salary charges on federal sponosred projects.

Includes Object Codes: 6050, 6070, 6140, 6150

To certify all FACULTY direct salary and effort on sponsored projects.

Includes Object Codes: 6010, 6020, 6030, 6040

Frequency Every month after the closing of the General Ledger Every year after the closing of the General Ledger
Responsiblity

The Department (ORG) is responsible for running the report in either AWS2 or HUDINI and having the forms signed monthly.

Forms are submitted to FOA/Cost Analysis Group on a monthly basis.

The University or TUB is responsible for running and distributing the forms. The Department (ORG) is responsible for completing the forms and returning them to FOA.

As the recipient of substantial federal funding in support of our teaching and research missions, Harvard is required to comply with numerous federal regulations concerning the proper stewardship of these resources. Office of Management and Budget Circular A-21, Cost Principles for Educational Institutions, Section J.8.c requires Harvard to certify monthly that the effort and salary charges for every non-faculty / non-Principal Investigator are appropriate or to take measures to correct any inappropriate charges. Harvard Faculty of Medicine policy is that these reviews and certifications must be made monthly within a month's time.

Each year, the University is required by federal regulations to certify all salaries and wages charged to federal projects. Similarly, federal regulations require the collection of data relating to the activities of faculty and staff as a basis for the recovery of facilities and administrative costs (indirect costs). The monthly certifications satisfy the non-faculty (including research fellows and post-docs) portion of the requirements, however, the "Harvard University Faculty Salary and Effort Certification" form, must be completed to satisfy the faculty portion of both requirements.
